Meta Business Agent vs. Building Your Own WhatsApp Automation

Since June 2026, Meta has offered its own AI agent for WhatsApp, so a business that wants automated replies now has two routes: switch on Meta Business Agent, or build its own automation on the WhatsApp Business Platform. Meta’s agent answers customers from the business’s catalog and website, books appointments and hands chats to a person, and the small-business version sets up in minutes inside the free Business app. The short answer is that it suits a small business with a catalog, in a country where Meta has switched it on. A business that needs its own systems in the conversation, its own rules about customer data, or predictable costs at volume is better served by building on the API.

TL;DR
  • Two Meta products share the name — Business Agent in the free app for small businesses, and the Business Agent Platform for larger ones on the API
  • Access is limited — Meta says it isn’t available in some countries, and a paid plan doesn’t guarantee it
  • In the app, it’s free up to an allowance — Meta One plans for more replies start at $14.99 a month
  • On the API, it costs about 4–5 cents a reply — with no free tier, even inside the free ad window
  • Meta keeps the chats — collected “to improve AI at Meta,” even when the agent is muted
  • Build your own — when the conversation needs your systems, your data rules or fixed costs

What Meta Business Agent is

Meta Business Agent is an AI service from Meta that replies to a business’s customers in WhatsApp, Messenger and Instagram chats. It reached WhatsApp in stages. Meta launched it as Business AI for small businesses in India on May 14, 2026, and introduced Meta Business Agent for businesses of all sizes on June 3. Since September 15, higher usage has come with the Meta One subscription.

What separates it from the Business app’s older tools is that it writes its own replies. WhatsApp’s Help Center puts the difference this way:

Unlike other business messaging tools like greeting messages or away messages, Meta Business Agent gives users a conversational experience that feels like they’re chatting with a real person, rather than exact canned responses.

— WhatsApp Help Center, “About using Meta Business Agent with Meta One”

It learns from what the business already has: its catalog, business description, address and hours, its Facebook Page, past chats and website. Meta’s June announcement lists what it can then do: answer questions specific to the business, make product recommendations from a catalog, book appointments and qualify incoming leads, let the owner decide when a team member steps in, and close sales. Bookings go into the owner’s calendar once the agent is connected to Google Calendar.

The owner keeps a few controls. The AI replies setting decides who the agent answers: all new one-to-one chats, all of them except saved contacts, or only chats that start from a Facebook or Instagram ad. Topics can be flagged for the agent to avoid, and replying by hand in any chat stops the AI there.

Two products under one name

The June announcement introduced two things. The first is the agent above, which a business sets up with no code in the WhatsApp Business app or Meta Business Suite, and which Meta has since extended to Instagram. The second is the Meta Business Agent Platform, which Meta describes as “a new agentic platform that gives businesses the infrastructure to build, customize, and deploy their Business Agent at scale.” It is aimed at larger businesses and can “connect to a growing suite of hundreds of systems like Shopify, Zendesk, and Shopee.” For WhatsApp, it “works alongside our Business Platform.”

That second product is the one that competes with a custom build, and it lives on the API. Its messages have their own category in Meta’s pricing documentation, covered below.

Who can use it today

Fewer businesses than the announcements suggest. WhatsApp’s Help Center is direct about it: “Meta Business Agent isn’t available everywhere, and it isn’t available in some countries. Subscribing to a plan that lists Meta Business Agent doesn’t guarantee access to it.” Its setup guide says the feature is “currently only available in limited countries to select businesses.” Meta’s product page says the same in its own words: eligible businesses in select markets, with more to come.

Checking takes a minute. In the WhatsApp Business app, open the Tools tab: if there is no AI agent option, Meta hasn’t switched it on for that business yet, and the setup guide links to a waitlist. The app version also needs the phone number to be registered to the WhatsApp Business app with a product catalog, which the setup can create.

What each route costs

In the WhatsApp Business app

The app stays free, and so does a limited amount of the agent. According to Meta’s Meta One page for the Business app, “Meta Business Agent is free to use each month up to an included allowance, with more responses available through Meta One plans.” How big that allowance is, Meta doesn’t say. A business that hits it can subscribe, or wait for the free limit to refresh.

The Meta One plans that include the agent are priced per month, as starting prices that can vary by region:

PlanStarting priceWhat it adds for Business Agent
Essential$14.99“More access” on WhatsApp, plus a verified badge (pending verification)
Advanced$49.99“Even more” Business Agent responses, plus team access and broadcast credits
Expert and Max$149 and $499Meta’s highest Business Agent capacity, for teams managing at scale

None of the plans state a number of replies either. Nor does Meta One change anything on the API: the same page says it “does not change WhatsApp Business Platform functionality or pricing.”

On the WhatsApp Business Platform

On the API, every message a business sends has exactly one category, and since July 1, 2026 there have been five. Meta’s pricing documentation defines a service message as “Any non-template message not powered by the Meta Business Agent Platform,” which “can be powered by a 3rd-party AI solution or people.” Replies written by Meta’s agent are their own category, priced differently:

Reply written byCategoryWhat Meta charges
A person, or the business’s own bot or AIServiceFirst 1,000 a month free per business number, then a fixed rate per message that depends on the customer’s country
Meta Business AgentMeta Business Agent$2.00 per million tokens, about 4–5 cents a message; no free messages and no volume tiers

By Meta’s own figure, a typical reply uses 20,000–25,000 tokens, “which translates to approximately 4–5 cents (USD) per message,” and complex replies use more. Two details matter for anyone running ads. Inside the free entry point window that follows a click-to-WhatsApp ad, service messages cost nothing. Agent replies are still billed: “Meta continues to charge for Meta Business Agent messages in the FEP window.” And Meta bills the agent itself: the WhatsApp Business FAQ says “Meta charges businesses directly, even if you work with one of our Solution Providers.”

The same pricing page compares the two routes for 10,000 AI-written replies to customers in Brazil. It puts a third-party high-complexity AI at about 9–10 cents a reply, or about $968 in total, against $400–500 for Meta Business Agent. That is Meta’s estimate of its competitors’ costs, “based on publicly-available information and benchmarks,” and it assumes every reply comes from a high-complexity model. A bot that handles routine questions with menus and buttons calls no AI model at all, and pays only the service rate once the first 1,000 messages are used up. On cost, the choice turns on how many replies actually need AI to write them.

What happens to the conversations

This is the clearest difference between the two routes, and both sides of it are in Meta’s own documents. On Meta’s agent, the WhatsApp Help Center says:

Messages sent or received in chats that have connected Meta Business Agent will still be collected by Meta to improve AI at Meta, even when you mute Meta Business Agent.

— WhatsApp Help Center, “About using Meta Business Agent to chat with customers”

Collection stops only when the agent is deleted. Customers are told: the same page says they see a notice that “AI from Meta receives chats to improve AI quality and generate messages for this business.”

Building on the API puts a business under the opposite rule. The Meta Terms for WhatsApp Business Platform let a business hire an AI company as its Solution Provider. In that case, they forbid letting WhatsApp Business Platform Data be used “to create, develop, train, or improve any machine learning or artificial intelligence systems, models, or technologies.” The one exception is fine-tuning a model “that is for your exclusive use.” A business that builds its own automation decides which AI, if any, sees its customers’ chats, and an AI company it hires to run the bot is barred from training on them. Using Meta’s agent means agreeing to the reverse.

What building your own involves

Building your own means connecting a number to the WhatsApp Business Platform, directly through Meta’s Cloud API or through a Solution Provider, and choosing the software that answers. That can be as simple as menus and buttons, a bot platform, or an AI model the business picks, and most real setups combine them: buttons for the routine questions, a person or an AI for the rest.

A developer at a round café table types on a laptop showing a code editor while holding a smartphone connected to it by a cable, a takeaway coffee cup and glasses beside the laptop
A custom build answers from the business’s own systems, which means someone has to connect them

What the business gets for the extra work:

  • Its own systems in the chat — order status, stock, booking calendars and the CRM answer the customer directly, because the business owns the integration. Qualifying leads automatically and booking confirmations and reminders both depend on that.
  • Its own routing — which person or branch gets a handed-over chat follows the business’s rules, covered in routing WhatsApp chats to the right team member.
  • Its own choice of AI, or none — the model, its instructions and what it may say are the business’s decision, and so is leaving AI out of questions a menu answers better.
  • Costs it can predict — per-message service pricing, plus whatever the software and any AI model cost.

The rules apply either way: Meta’s Business Messaging Policy requires escalation paths wherever automation replies, and its terms restrict general-purpose AI assistants on the Platform. Neither stops a bot that answers questions about a business’s own products, as automating WhatsApp FAQs without losing the human touch explains.

Which one to choose

The two routes can also meet. On the API, Meta’s pricing example follows one conversation from a marketing template to Business Agent answering questions, then to a customer service representative and an order confirmation, all within an hour. For a business deciding where to start, the situation usually settles it:

If the business…Better fitWhy
Is small, runs WhatsApp from one phone and sells from a catalogMeta Business Agent in the appMinutes to set up, free up to the allowance
Isn’t offered the agent in its countryIts own buildBuilding on the API doesn’t wait for Meta to switch the agent on
Needs order, stock or booking data in the chatIts own build, or the Business Agent PlatformThe app agent learns from content and books into Google Calendar; the Platform connects to systems like Shopify and Zendesk

Whichever route answers first, a person has to pick up what it can’t handle. With Meta’s agent, the owner gets a notification when it decides “a customer needs your attention.” A custom build hands over by the rules it is given. For a business with several branches, the multi-location guide covers who sees which chats.

Key Takeaways

  • Meta Business Agent writes its own replies — from the business’s catalog, page, past chats and website
  • Availability decides first — it isn’t offered in some countries, and paying for Meta One doesn’t guarantee access
  • The app version is free up to an allowance — Meta One plans start at $14.99 a month per number
  • On the API, agent replies cost about 4–5 cents each — with no free tier and no free entry point window
  • Meta keeps Business Agent chats to improve its AI — an AI company hired to run a custom build is barred from training on them
  • Build your own for systems, data rules and volume — and use menus wherever a button answers as well as AI

Frequently Asked Questions

Is Meta Business AI the same thing as Meta Business Agent?

They are the same product line under two names. Meta launched it for small businesses in India on May 14, 2026 as Business AI on WhatsApp. On June 3, 2026, Meta introduced Meta Business Agent for businesses of all sizes, and WhatsApp’s Help Center now uses that name throughout. Older guides that say Business AI are describing the same agent.

Which language does Meta Business Agent reply in?

The one tied to the business’s phone number. WhatsApp’s setup guide says not all languages are supported yet, and that the language Meta Business Agent uses is determined by your business’s phone number. A business whose customers write in a different language from the one its number’s country implies should test that before switching the agent on for every chat. A custom build on the API can be set to answer in whatever language the customer writes in.

What stops working in the WhatsApp Business app when Meta Business Agent is on?

Some of the app’s own automations. WhatsApp’s Help Center says turning on Meta Business Agent may impede your ability to use certain features of the WhatsApp Business app, including broadcast lists, disappearing messages, and greeting and away messages. Away messages pause while the AI is active in a chat and resume once it exits. Deleting the agent restores all of them.

Does one Meta One subscription cover several WhatsApp numbers?

No. On the WhatsApp Business app, Meta One is purchased per business profile or phone number, so a business with three numbers pays three times. Eligible new subscribers may get a 7-day free trial, and the subscription then starts automatically unless it is cancelled. Meta also says plans, benefits, pricing and availability may vary by region, app and account.

Can Meta Business Agent take payments inside the chat?

In two countries so far. WhatsApp’s Help Center article on payments with Meta Business Agent says the feature is currently only available to select businesses in India and Brazil. Meta’s May 2026 launch announcement for India said Business AI would let customers pay in the chat using UPI. Everywhere else, the agent can recommend products and share prices, and payment happens through whatever the business already uses.

Final Thoughts

Meta Business Agent is a real option now, and for a small business with a catalog and access to it, the cheapest way to answer customers around the clock. Its limits are written into Meta’s own pages: where it is offered, what it costs per reply on the API, and what Meta does with the chats.

A business that already runs on the API, takes most of its leads from ads, or needs order and booking data in the chat gets more from a custom build. Either way, the useful first step is counting how many of last month’s chats a button could have answered.
